The public sector is no place for eye-catching investments in space tourism in the style of a certain Sir Richard Branson. Taxpayers' money is at stake, and such precarious levels of risk are rightfully unacceptable. Branson has the freedom to pursue his ambitions, but the public sector has an obligation to be prudent, proper and transparent. Perversely, this can hamper a supplier organization's ambitions to deliver great service and value for money. There is no denying that bureaucracy is a major part of public sector procurement. But for a business willing to negotiate the barriers, do the legwork and persevere in the face of adversity, tackling the public procurement process can be extremely worthwhile. Berkshire Consultancy has been a supplier under Framework Agreements with the Office of Government Commerce's buying organization, "Buying Solutions," for 4 years. We work with the Cabinet Office, Department of Health, BERR, HMRC, the Ministry of Defence, Home Office and UK Border Agency (UKBA), amongst others and, with time, we have honed our approach to public sector procurement and the contract management process. Below, I've outlined some of the lessons we've learned about best practice; companies that take heed could reap the benefits:
